Who instigates violence in Ukraine?

Despite a fragile ceasefire between Kyiv and pro-Russian protesters last month, hostilities are still going on in the country.

In an instance, at least 10 people were killed after shells hit a school and a mini-van in a nearby street near Donetsk’s airport in eastern Ukraine on Wednesday, the first day of school in the country. The deaths marked the highest daily civilian toll since the onset of the September 5 ceasefire.

The incidents bring some questions to mind: Why haven’t the hostilities died down despite the ceasefire? Who is instigating the violence? Are the orders coming from Kyiv, the Donetsk People’s Republic, or Russia? Will the shaky ceasefire lead to a political solution?
