Ukraine Says No Cease-Fire or Talks Unless Pro-Russia Rebels Disarm
MOSCOW—Ukraine’s top defense official said Tuesday the government has no plans for another cease-fire or negotiations with pro-Russia separatists until they lay down their arms, suggesting Kyiv’s confidence as it prepares a siege of the remaining rebel strongholds in the east.
