Ukraine Imposes Uncertainty on Status of Donbass
16 de marzo de 2015, 11:50Kyiv, Mar 16 (Prensa Latina) Uncertainty prevails today in the rebel People”s Republic of Donetsk (PRD) regarding the draft resolution on the status of Donbass submitted to Parliament by Ukrainian President Petro Poroshenko, a spokesman from the rebel territory said on Monday.
Denis Pushilin, the special envoy from the PRD to the talks in Minsk, pointed out that keeping the content of the text on the status of some Donbass districts a secret contradicts parliamentary rules and the open spirit of the negotiations.
That secrecy is very weird and contradicts not only the transparent spirit of the agreements signed in the Belarusian capital, but also the legislative rules of the Ukrainian State, Pushilin said in an interview with the News Agency of Donetsk.
He deplored that no one in either the PRD or Ukraine has knows the content of the document pending on approval by the Supreme Rada (unicameral parliament).
On Sunday at dawn, Poroshenko submitted to Parliament the text that regulates how the officially-called law “on special procedure of self-government in determined regions of the provinces of Donetsk and Lugansk” will be enforced.
That law was approved by the lawmakers on September 16, 2014, by virtue of the protocol signed in Minsk on September 5 by a representative from Kyiv and the leaders of the People’s Republics of Lugansk (PRL) and of Donetsk (PRD).
According to the roadmap to implement those agreements signed on February 12 in Minsk with the approval of the leaders of Germany, France, Russia and Ukraine, Kyiv had to define the territory under that special regime by March 14.
