Moscow, Kyiv and the European Commission reached a deal last month on Russian gas deliveries to Ukraine during the peak consumption period, between October 1, 2015 and March 31, 2016.
Russia, which purchased 3 billion in Eurobonds from Kyiv in December 2013, insists that Ukraine’s debt must be paid in full by the end of 2015.
“We stated our position on the need to repay the debt to the Russian Federation”, Siluanov said after talks with Yaresko held on the sidelines of the global Monetary Fund and the World Bank semi-annual meetings.
Ukraine’s President Petro Poroshenko had announced on Wednesday that a “real truce” had begun in the east of his country, where Kyiv’s forces had been battling pro-Russian separatist rebels for more than a year.
“If these commitments are kept – if weapons are pulled back and stored, if the OSCE gets in, and legal, monitored elections are negotiated and held, Ukraine will once again have unfettered access to its own people and its territory in the East”, Nuland said.
“Colleagues from the Ukrainian Ministry of Finance said that they had no such money in the budget and invited us to participate in the restructuring, together with commercial lenders”, Siluanov said. “So for us, such conditions are unacceptable”. “All creditors can participate in the exchange until October. 29”.
Friday’s meeting was brokered by Germany and attended by German Finance Minister Wolfgang Schaeuble.
“This permits the continued implementation of the Minsk accord, which is the only solution for a peaceful settlement to the situation in Ukraine”, Hollande said in the statement.
