Russia, Ukraine Close In on Deal to Resolve Gas Dispute

BERLIN—Ukraine and Russia moved closer to a deal under which Kyiv would pay Moscow $3.1 billion amid a dispute over unpaid Russian gas bills and Russia would deliver the gas Ukraine needs for the winter, European Union Energy Commissioner Günther Oettinger said after high-level talks between the three sides in Berlin Friday.
