Russia Expresses Contained Optimism Regarding Ukrainian Conflict

09 de octubre de 2015, 11:31Moscow, Oct 9 (Prensa Latina) Russian representative to the Organization for Security and Cooperation in Europe (OSCE), Alexander Lukashevich, expressed today “contained optimism” to the progress seen in the search for a political solution of the conflict in Ukraine.

Lukashevich valued positively the premises established in the meeting of the Contact Group on last October 6th regarding compliance with the agreements made in the capital of Belarus on February 12th of this year (Minsk-2).

During a meeting of the Permanent Council of the OSCE, the diplomat said that the recent talks on Ukraine offer hope that “the international efforts to support the solution of the internal political crisis, including those of the OSCE, will not be in vain.”

In his opinion, success will depend on the Minsk-2 agreements on Kyiv’s part, and its willingness to look for joint solutions to the problems Donbass (South East) “in order to preserve Ukraine’s unity and territorial integrity.

He considered as key, and condition without alternatives, the direct dialogue between the authorities arrived to power in Ukraine after the coup of February 22nd, 2014, and the insurgent Popular Republics of Donetsk (DPR) and Lugansk (PRL), reluctant to deal who those who broke constitutional order.

Lukashevich urged Ukraine not to delay the implementation of the peace accords after the DPR and the PRL postponed local elections for the sake of saving Minsk-2 agreements.

This postponement does not mean that Kyiv may delay indefinitely the implementation of the Minsk-2 political agreements, said the representative of Moscow, recalling that this decision of the rebels is another opportunity, and more time for Ukraine to fulfill its political commitments.

Referring to the role of the OSCE, he emphasized on the need for its observers to maintain an egalitarian approach to both sides. Both Kyiv and the republics of Donetsk and Lugansk should be measured by the same standards, he said.

He was clear in that the monitoring and verification of the withdrawal of weapons, control of warehouses, must be carried out evenly on both sides of the confrontation line, and reflect it correspondingly on the reports. Unfortunately, differences emerge in some reports, around the approach to the informations on the same types of offenses committed by the Kyiv troops and the militia, concluded the Russian representative to the OSCE.

Since the start of Kyiv’s military offensive in April 2014 against the population of Donbass, 11,000 people were killed, 17,000 were injured and more than two million displaced seeking refuge inside Ukraine and in neighboring countries, according to United Nations.
