Representatives of Donbass Await in Minsk by Envoys from Kyiv

31 de enero de 2015, 16:01Minsk, Jan 31 (Prensa Latina) The representatives of the proclaimed popular republics of Lugansk (RPL)and Donetsk (RPD) affirmed today that they are awaiting the arrival in the Belarusian capital of the envoys of the Ukrainian president, Petro Poroshenko and international mediators.

Arriving again this Saturday to Minsk for appointment in the format of the Contact Group, the delegates of the RPD Denis Pushilin, and the RPL, Vladislav Deinego, ratified the willingness to talk with representatives empowered by Kyiv.

We wait for the arrival of envoys from the counterparty and its mediators, said the leaders, representing the rebel regions of Donbass, which do not recognize the authorities in Kyiv after the coup in February 2014 and punitive operation launched from last year, killing more than five thousand dead civilians.

After the abrupt suspension of the meeting previously scheduled for yesterday in Minsk, alternative authorities of the RPD and RPL circulated a joint document for the new memorandum to be adopted presumably during this event, sponsored by the Organization for Security and Cooperation in Europe (OSCE) and Russia.

In the text released last night, representatives of Donbss ratified the will of a ceasefire and cessation of offensive militias, but only on a reciprocal basis from Ukraine, they said.

They also remarked the commitment to a truce between the parties and immobilization of militias in the line of containment that exists today, with the condition that Kyiv abides likewise those obligations and ceases attacks on densely populated areas.

According Pushilin, there is nothing new, but the points agreed in negotiations in Minsk, held on September 19, 2014.

The truce froze almost before year end and the parties accuse each other of violation, while Ukraine resumed an offensive opened in Donabss, unprecedented since the summer, with troopâ€Ã–s mobilization and deployment of weapons.

Late on Friday the Ukrainian government envoy, former President Leonid Kuschmá, announced from Kyiv that negotiations could be held this Saturday, and should assist the leaders of Donetsk and Lugansk.

The assistant of the RPD elected leader Alexander Zajarchenko told RIA Novosti agency that he had no intentions of going outside the borders of the territory controlled by the militants.

Television showed images of Zajarchenko, first during assault yesterday by militias of the cities Debaltsevo Uglegorsk, where Ukrainian troops are in a siege. The leader urged Ukrainians soldiers to disarm voluntarily to avoid a bloodbath.

Meanwhile, representatives of the OSCE told the Belarusian agency Belta that the new tripartite concerted document could be initialed today.

It contains concrete steps that should guarantee a strain of the conflict and the realization of the initial agreements, European observers argue.
