Poroshenko Breaches Minsk Agreements and Criticizes Little Advances
22 de enero de 2016, 13:06Moscow, Jan 22 (Prensa Latina) The Ukrainian president, Petro Poroshenko, pretexted today lacki of security in Donbass to justify the breaching until now of the political stage established in the peace agreements, signed in Minsk, on February 15, 2015.
Quoted here by the Novosti news agency, Poroshenko who assumed power after a coup dâ€Ã–état on February 14, 2014, lamented the situation still regarding security does not allow ‘to begin the political phaseâ€Ã–.
According to the source, the millionaire turned president, described as inefficient the meeting of the Group of Contact held 48 hours ago in Minsk between the Kyiv negotiator and those of the Peopleâ€Ã–s Republics of Donetsk (RPD) and Lugansk (RPL) with Russia and the Organuization for Security and Cooperation in Europe (OSCE)
as observers.
Poroshenko said in Donbass (southeast of Ukraine) continue the bombings that prevent inspectors of the OSCE from complying on ground their mission of surveillance to carry out the ceasefire and blamed Russia of this situation.
In recent days, the Ukrainian president and his representative in the Group of Contact, former president Leonid Kuchma, reiterated that elections could only be talked about in Donbass or of the amendments to the Ukrainian constitution once the ceasefire is enacted and Kyiv has recovered control over the state border with Russia.
The Minsk agreements include an immediate and complete ceasefire in determined zones of the Donbass, the withdrawal of heavy weapons from the zone in conflicto and control and monitoring on the part of the OSCE.
They establish as well the discussion with rebels -still pending- on the future status of the regions in conflict, indult and amnesty for all participants, exchange of prisoners under the principle of ‘all for allâ€Ã–
and the creation of humanitarian corridors.
Kyiv should give also guarantees to restore social and economic relations
with insurgent territories and will be able to take total control of the Russian-Ukrainian border.
The tenth point includes the withdrawal of all foreign forces from Ukraine, whose breach proclaimed Poroshenko himself by signing the document number 716-VIII adopted 6th October, 2015 by the one-chamber parliament that offers those born out of the country the legal capacity to sign a service contract in the Army and other military corps.
The greater presence of foreigners in the Armed Forces and other martial formations, reduces the need of the so-called military service during the mobilization for a special period by citizens of Ukraine, said the Poroshenko news service.
Other key points not complied of the Minsk agreements are the constitutional reform in Ukraine and the celebration of local elections in the regions of Donetsk and Lugansk.
The last agreement pacted establishes supervision of the points agreed to in Minsk by the Contact Group.
