“The information contained in the White Book proves systematic and in some cases [for instance, the so-called antiterrorist operation of the Kyiv authorities against civilians in the southeast, the cynical bloody provocation staged at the House of Unions in Odessa and the blocking of unwelcome media outlets at any cost] practically purposeful flagrant violations of fundamental international principles and norms in the field of human rights and the supremacy of law in Ukraine,” said ministry ombudsman for human rights, democracy and the rule of law Konstantin Dolgov, Interfax reports.

The White Book update and its first edition were based on the results of monitoring of Ukrainian, Russian and certain Western media outlets, commentaries and statements of members of the Kyiv authorities and their supporters, testimonies of eyewitnesses, including those posted online, and materials collected by the Moscow Bureau for Human Rights, the Group for Information on Crimes against Humanity and the ad hoc monitoring mission, he said.
He said the document would be sent to international human rights structures and institutes and relevant NGOs “so that they finally demonstrate an appropriate unbiased approach to the crimes committed in Ukraine, which must be investigated in an impartial and transparent fashion with the international participation with the purpose of punishment of the culprits.

“There are partners across the ocean – our American colleagues – who, according to numerous testimonies, still prefer to push the Ukrainian leadership towards confrontation,” he said answering the question about chances for establishing peace in Ukraine.

According to the head of the Russian Foreign Ministry, if all depended on Russia and the majority of our European partners, there would have been more chances for peace in Ukraine, however “there are players represented by the Ukrainian side, which is not homogeneous.”
“President of Ukraine Petr Poroshenko would like to lower the degree of tension and prolong the truce, but there are other powers among the Ukrainian authorities – radicals, still controlling or very closely interacting with the ultra-nationalists with weapons in their hands; there is the Right Sector, battalions of Igor Kolomoisky, and other major groups, which do not obey the Central command and the Supreme Commander of Ukraine,” said Lavrov.
The South-East of Ukraine listens to Russia’s position regarding the crisis in Ukraine, but this does not mean that all appeals are carried into effect, head of the Russian Foreign Ministry Sergei Lavrov said.
According to the Russian Minister, the Donetsk and Lugansk People’s Republics listen to the voice of Moscow, and one of the proofs of this is the release of the OSCE mission members.

“There is reason to believe that other aspects of the Russian position concerning the crisis in Ukraine were also heard. But this does not mean that all our calls are immediately carried into effect,” he said.
In particular, he said that “people there have their own vision; it’s their land, and they want to be its masters, want to negotiate with the central Ukrainian authorities, on what terms this can be done, so that the agreement was not loaded down with any conflicts”.
