Kyiv ignores international humanitarian standards during military operation …

“Lying and violence is what one has to come across. I cannot say that one side is white and the other is black. But I think that the country aspiring to be called an organized state has much less right for this than a militia group,” Human Rights Council member Maxim Shevchenko said at a news conference on Wednesday.

The responsibility of Ukraine, which has representatives in the European Union, UN and Organization for Security and Cooperation in Europe (OSCE), in regard to complying with the humanitarian and universal standards recognized by international community is higher than of authorities of the self-proclaimed republics, Shevchenko said.

“Win at all costs” approach is unacceptable and it is necessary to hold dialogue with all conflict participants holding arms and managing military operations in order to restore peace, he said.

“It is necessary to talk to everyone – to those responsible for groups of armed people and those calling themselves national guard or those calling themselves army of the Donetsk People’s Republic,” Shevchenko said.

If dialogue does not take place, then “terrorist and guerilla actions” could unfold near the Russian border in southeastern Ukraine after the Kyiv armed forced end forceful operation, he said.

Russia is utterly opposed to such situation development in close proximity to its territory, Shevchenko said, Interfax reports.
