Donetsk and Kyiv holds informal consultations, not negotiations – PM of Donetsk …

“These conditions are our common position,” said Borodai. “The second reason is that people that arrived to Donetsk today lack any formal state power and status”. Thus, Kyiv is represented with the request from Poroshenko by ex-President Leonid Kuchma.

“We can only talk about the informal preliminary consultations,” continued the head of the DPR, noting that “at least the Government of DPR began some kind of dialogue with Kyiv that for a few months preferred to speak the language of heavy artillery”.

Borodai also said that the continuation of the discussion on any agreements, even at the informal level, is possible only after the complete cease-fire by the Ukrainian side, as well as the complete cessation of movement of forces and the army of Ukraine, who is threatening people’s militia forces Donbass.

Tsarev previously published a number of requirements to the Kyiv authorities only after fulfillment of which they may begin official “substantive negotiations”. Among them: the withdrawal from the territory of proclaimed DNR and LNR units of Ukrainian security services, compensation payments to victims of the conflict, negotiations between the President of Ukraine and the parliaments of people’s republics of the constitutional act, which determines their status, amnesty militias and political prisoners.

Ceasefire in eastern Ukraine will be in force until June 27, the self-defenders are to stop the fire, said the Prime Minster of DNR Alexander Borodai in Donetsk, during the negotiations on the settlement of the conflict in the south-eastern Ukraine with the participation of Moscow, Kyiv and the OSCE representatives of and the people’s republics, reports RIA Novosti. “We held consultations concerning the ceasefire”.

“The result of our consultations was the following: we are to a cease fire and not to conduct any military operations in response to similar commitment of Kyiv,” – he said.” “The duration of the ceasefire is the same, which has been declared by Kyiv officials – till, if I’m not mistaken, 10 am of June 27, “- said Borodai. He expressed hope that “within this period Russia will organize the control regime and OSCE will ensure the compliance of that regime”.

According to the Prime Minister of DNR, in case of ceasefire “we can agree and go, at least to begin consultations on the negotiations for a peaceful settlement of the conflict.”

According to him, the representatives of self-defense hope to “preserve the status quo in the movement and locating of all kinds of military units till June 27”.

“We expect that in the nearest future the position of representatives of Donetsk and Lugansk will be further developed, and they will told us about their readiness to continue consultations to solve two problems – achieving a durable truce, non-renewal of the fire, and the second – to launch an inclusive negotiation process,” – said Russian ambassador to Kyiv Zurabov in the end of the consultations.

According to the leader of the “South-East movement”, Oleg Tsarev, “today we have achieved a breakthrough,” and further negotiations will continue. “We offered the representatives of Ukraine to host the next talks in Slavyansk”, – said the Tsarev. “I am pleased that such consultations took place. Nobody’s intention was to allow a huge range of issues, which stands today … I want to thank everyone that solved one of the most important issues – to cease hostilities from both sides. If both parties will follow that, then, God forbid, normal peace process will start … gradually we will solve all the problems, “- said ex-President Leonid Kuchma in his turn.

Representatives of Ukraine, the self-proclaimed Donetsk People’s Republic (DPR) and Russia began multilateral talks at the Donetsk regional state administration on Monday.

The talks involved Russian Ambassador to Ukraine Mikhail Zurabov, representative for the OSCE (Organization for Security and Co-operation in Europe) chairman-in-office Tagliavini, Ukraine’s second president Kuchma, Ukrainian Choice movement leader Medvedchuk, DPR Prime Minister Borodai, South-East movement leader Tsaryov and representatives of the self-proclaimed Lugansk People’s Republic.
