CIS to adopt Declaration on inter-operator settlements for mobile services

Baku, Fineko/abc.az. Azerbaijan has taken part in an international event on definition of strategic directions of communications administrations’ activities in 2012-17.

The Regional Commonwealth of Communications (RCC) informs that this subject was discussed at the 45th meeting of the RCC Board of Communications Administrations’ Heads was held in Kyiv.

The Council recognized it expedient that the CIS communications administrations should pursue policy of harmonization of national legislation and regulatory framework in the area of ICT, promote to and implement new technologies and services for creation of a common information and communication space, and continue practice of national and international forums, exhibitions and other activities demonstrating a further innovative development of the ICT industry.

Within the block of questions on preparation of the RCC Communications Administrations for international forums it was discussed readiness for the World Conference on International Telecommunications ITU 2012 (WCIT-12), the ITU Plenipotentiary Conference 2014 (PC-14), the World Telecommunication Development Conference ITU 2014 (WTDC-14), the 25th Universal Postal Union Congress, the World Radiocommunication Conference 2012 (WRC-12) and the ITU Radiocommunication Assembly 2012 (RA-12).

During the meeting Russia demonstrated software solutions and services – SAAS model based on its own cloud computing platform.

The RCC Board adopted the “Recommendation on coordination of new and modification of planned frequency assignments/allocations for digital broadcasting in frequency bands 174-230 MHz and 470-862 MHz, 2011” and “Recommendations on technical basics of planning terrestrial networks for digital broadcasting”, recommended the participants and RCC working bodies to guide in their work by the approved documents. The RCC Board was tasked to take into account that when coordinating new and modifying planned frequency assignments/allotments for digital broadcasting in the bands 174-230 MHz and 470-862 MHz between communications administrations on the initiative of any interested governments it will be applied the provisions of Geneva-06 Agreement, the ITU recommendations and any other mutually agreed documents.

The RCC Board paid special attention to issues of regulation of roaming tariffs in the CIS countries. Recognizing the need to increase openness, transparency and non-discrimination rules and procedures for regulating telecommunications, the Council tasked the RCC Tariff Policy Working Group to prepare a RCC countries’ declaration of understanding on principles of formation of inter-operator settlements for rates for mobile services.

The 46th meeting of the RCC Board is scheduled for the II quarter of 2012.
