In a move that the Canadian government will welcome, Yanukovych plans to shake up Prime Minister Mykola Azarov’s discredited cabinet on Tuesday, Ukrainian news agencies reported on Friday. He will offer jailed activists an amnesty. And he promises to soften the draconian anti-protest laws that he rushed into law earlier this month, sparking fury not only in Kyiv but also Lviv, Rivne, Cherkasy and other cities.
