Canada should step up aid as Ukraine struggles to rebuild democracy: Editorial
Ukraine needs a major bailout, now. And it is in the interests of all parties — the United States, the EU, the IMF and Russia itself — to spread the risk by operating as a consortium of lenders, rather than trying to outbid each other. Ukraine is poor by European standards. Its per capita income is about one-tenth that of the EU. It needs help paying its bills, largely to Russia, and time to curb corruption, gradually revalue its artificially high currency and raise the price on heavily subsidized natural gas. But in the longer term, a healthier Ukrainian economy will benefit both the EU and Russia.
